Summary
MKULTRA Subproject 39: To exploit the research potential represented by a group of 142 criminal-sexual psychopaths confined at the Ionic State Hospital. The Agency believed that patients had the same kind of motivation for withholding certain information that is comparable to operational interrogation situations in the field.
