MKULTRA Subproject 87: Further research on harassment techniques. This project was to investigate HyperAllergic (allergy-inducing) substances and to provide Technical Services Division with small quantities cf these substances. It was to support Technical Services Division’s “requirement to establish an offensive chemical toxicants capability.”
