Summary of Investigation

October 16, 2025 - as of this writing, I've spent some time investigating Subproject 119 because I understood it to focus on creating a survey of research "remote activation of human behavior" circa 1960. It appears that survey ended up becoming a book and/or periodical (Bioelectronics) and the publication of something called Bioelectronics Directory. There were two editions of Bioelectronics Directory, the first one presumably published in 1961, and the second in 1963.
As luck would have it, the 2nd edition of Bioelectronics Directory is in the public domain, was scanned by Google, and made available online in PDF format at hathitrust.org. At hathitrust.org the entire document is available as a PDF to those affiliated with "member libraries" (looks like most many college/university libraries are members).
In addition, I've chosen to provide a copy of the entire Bioelectronics Directory 1963 PDF here for the following reasons:
- it is in the public domain
- it is important information, educational, of public interest (fair use)
- the information in it seems to be subject to inappropriate suppression, and may not otherwise be available or understood
Bioelectronics Directory 1963 contains approximately names, fields of study, and contact information for approximately 900 professionals working across the globe in the field of "bioelectronics" - which appears to be focused on electronically measuring and manipulating biological functions (behaviors and physiological functions), with, it appears, a focus on the heart and the brain.
This Subproject had been on my radar afa meriting further investigation, and after YouTube commenter Candace Owens made some mistaken allegations about Subproject 119 on September 8, 2025, - and especially after Owens' friend Charlie Kirk was publicly assassinated two days later, on September 10, 2025 - I felt it was time to do that investigation into 119. To this end, I created a series of videos, available below. As of this writing, I am waiting for Bioelectonics via interlibrary loan.
Supplemental Materials
- Declassified Subproject 119 documents PDF (via the Black Vault. As of August 2024, you can also pick up a copy directly from the CIA.)
- Bioelectronics Directory, 2nd Edition (1963) PDF also available from hathitrust.org.
